NEWS :: Documentation effort

I've started fixing lack of code documentation using Doxygen. Code is now pretty well documented, even if some files need more description. protocol_pkt.h, the header that declares flare and node protocols operations need still to be documented. But routing, flare objects, vulcano nodes, balancer and many other components have been fully documented.
